The Health Minister of Hong Kong suggests a unique approach to curb smoking in prohibited areas by having the public give smokers silent stares. This method aims to create a societal culture against smoking.


Hong Kong's Unique Anti-Smoking Proposal

The authorities of Hong Kong are considering an unusual method of preventing smoking in prohibited areas: simply watching violators. Health Minister Lo Chung Mau stated that one cannot expect that the police will catch smokers. After public consultations on reducing smoking, he announced that the community plays a key role in addressing this problem.

"People must be ready to comply with the law," said Lo, who also identifies as a doctor. He emphasized that smoking harms everyone, and Hong Kong needs a supportive 'culture in society.' The minister suggested observing smokers, even if the police cannot appear on the scene immediately.

According to the law, offenders caught smoking in prohibited areas can be fined up to 1500 Hong Kong dollars (about $192 USD). "When the police arrive on the scene, the offense may already have ceased, and it is difficult for them to take any measures," explained Lo. He also proposed to introduce smoking regulations, similar to rules governing public bus behavior.

Among the new measures being considered by the Hong Kong government is a ban on selling tobacco products to individuals born after a certain year, and a significant tax increase on cigarette packs.
